What are the real motives behind P3s?
The justifications for using (P3s) have evolved over the last decade and a half. Amid concern about the level of government debt, Public-Private Partnerships (P3s) have been portrayed as a way for governments to build new infrastructure without increasing public debt.
A consensus has since emerged that the private debt attached to P3s serves no such purpose, and is effectively government debt dressed as lamb.
Justification for P3s has morphed into various forms of rhetoric, from
building infrastructure more cheaply, and ensuring that projects are completed on time on budget, to today's version - a way to deliver greater value for money.

About Stuart Murray
Stuart Murray is the Researcher with the Public Interest Research Desk at the BC Office of the Canadian Centre for Policy Alternatives.
The CCPA is an independent, non-partisan research institute concerned with issues of social and economic justice.
The Public Interest Research Desk investigates issues and trends in areas such as health care, education, social programs, and crown corporations. It also examines the relationship between taxation and government spending on public services, and the impact of public services on quality of life.
Stuart has a Bachelor of Arts in Economics from the University of British Columbia, and a Master of Industrial Relations from Queen's University.
Stuart has an extensive background in public services research, including experience with K-12 finance, postsecondary education funding, tuition, health care, pay equity, minimum wages, and social services. He also has a background in labour relations and human resources.
Prior to working at the CCPA, Stuart did research for a variety of progressive organizations, including the Canadian Union of Public Employees, the Hospital Employees' Union, and the Canadian Federation of Students.
